TENDER NOTICE
The Department of Disinvestment (herein after called the “Department”) invites sealed tenders from interested firms/agencies, hereinafter mentioned as 'Service Provider', for providing manpower for award Annual Maintenance Contract for the cleaning and maintenance. The details are as follows: -
1) Persons required : 3 (Three only).
2) Toilets : 6 (Five) 3 medium and 3 small (2 Ladies Toilet)
3) Corridors : Cleaning of all Corridors and Staircases
4) Rooms : Cleaning and dusting including furniture/fixtures and window panes
5) Maintenance : Toilet fittings except washbasin, commodes, urinal pots and pipeline
Note: Total area is 8000 sq. ft. (Approx.)
Terms & Conditions for cleaning and maintenance:
1. The tenders should be submitted in two sealed covers. The first sealed cover should be superscribed “Techno-commercial Bid" and should contain (i) Company profile including previous experience (at least two years) of manpower supply to Government Departments; (ii) Attested photocopies of the PAN card and Service Tax Registration Number; (iii) Acceptance of terms and conditions and (iv) Demand Draft towards Earnest Money Deposit Rs.1,000/- (One thousand only) drawn in favour of D.D.O, Department of Disinvestment. The EMD will be refundable without interest after completion of tendering process Techno commercial bids which are not accompanied by these documents will be summarily rejected. The Second Sealed cover superscribed ‘Price Bid’ should contain only rates which are to be quoted on monthly basis for normal duty of 8½ hours per day per person (including half hour lunch break), for 5 days a week from Monday to Friday Both the sealed covers should be placed in the main sealed envelope superscribed “Tender for AMC of Sweeping/Cleaning”. This should be addressed to Under Secretary (Admn) and delivered at Room No. 209, Block 11, CGO Complex, Lodhi Road, New Delhi-110003 upto 3.00 P.M. of the 15th day of issue of this Notice.
2. The tenders will be opened by the Committee constituted for this purpose at 4.00 P.M. of the last date of receipt of tenders at the address mentioned in the presence of representatives of the participating bidders who may wish to be present at the spot. The covers containing the “Techno Commercial Bid” will be opened first. Only those price bids would be considered which qualify the criteria in relation to "Techno Commercial Bid" as indicated in para 1 above. Bids offering rates which are lower that the maximum wages and applicable laws and taxes shall be rejected.
3. The Job will be entrusted either on the basis of all inclusive contract, including provision of manpower, with material or without the material. The rates should be quoted for both on monthly basis. The list of item of material, together with quantity to be utilized in a month and the brand may be enclosed with the quotations.
4. The contractors shall depute 3 (three) persons everyday except Sunday. These persons should be available from 7.30 A.M. to 6.30 P.M. on all days except Sunday. For non-attendance by any of the deputed personnel of the firm a sum of Rs. 200/- per day will be deducted from the bill.
5. The Contractor must ensure that the entire assigned area for cleaning of toilets, corridors and staircase are kept in perfect state of cleanliness at all times to the total satisfaction of the Department of Disinvestment.
6. The contractor would be required to depute competent and qualified plumber to inspect the toilets at least thrice a week. The breakdown complaints, if any, received by the contractor should be attended to immediately. Failure to send the plumber within 48 hours of getting the call will invite penal action i.e., the work would be got done by the Department from alternate sources and the cost shall be recovered from the contractor.
7. The toilet fittings, if required to be replaced, should be of reliable firms with ISI specifications.
8. The toilets will be cleaned at least 2 (two) times in a day, i.e. 8.00 A.M. and 2.00 P.M. The initial cleaning of the toilets should be completed by 8.30 A.M. on all working days. The corridors and stairs got cleaned twice a day initially by 8.30 A.M. and second by 2.30 P.M. on all working days.
9. The contractor shall arrange heavy duty scrubbing machines with hoppers for scrubbing of floors which will be done on every Saturday and, if necessary, on working days after office hours.
10. The Contractor should ensure that appropriate type of cleaning material for cleaning of tiles, floors surfaces etc. are used for cleaning in the case the contract is awarded with material. Any damage caused to the property of the Department due to negligence and or use of substandard material on the part of the contractor’s men will be liable to be compensated by the Contractor.
11. The Contractor shall be responsible for the conduct/integrity of his men and will also be responsible for any act of omission or commission on their part. He will vouch for their character and integrity. The persons deputed by the firm must be verified by the local Police Authority and a copy of the same to be submit after deployment.
12. The Contractor shall not appoint any sub-contractor for the work under any circumstances.
13. Electricity and water will be supplied free of cost but necessary arrangements for lead wires/cables etc. shall be arranged by the contractor at his own cost.
14. The Contractor shall be responsible for payment of wages to persons engaged by him at the rates prescribed under Minimum Wage Act and also in compliance with the relevant provisions of other laws applicable in this regard. Any dispute regarding working hours and regarding compensation to be paid to the personnel deployed shall be the responsibility of the contractor and no representation will be entertained on this issue by this Department.
15. The decision of the US(Admn.) of this Department or any other officer authorized for this purpose regarding satisfactory standard of cleanliness shall be final and binding on the contractor.
16. The payment will be released on monthly basis by Cheque after the work for the month has been completed. For release of payment, pre-receipted bill will be required to be submitted at the end of the month.
17. The contract will be valid for a period of one year from 1.1.2009 to 31.12.2009. However, in the event of services rendered being found unsatisfactory, the contract is liable to be terminated at any time. The decision of the Department of Disinvestment in this regard will be final.
18. The contractor shall furnish certificate(s) from some Govt. Departments/PSUs in support of his having done similar job there satisfactorily.
19. The successful firm will be required to deposit Rs. 15,000/- (Rupees Fifteen Thousand Only) in the form of a Bank Draft drawn in favour of D.D.O. Department of Disinvestment as security money. The security money so deposited shall not earn any interest and shall be refundable within one month from the date of termination of the contract.
20. Interested parties can inspect the area of Rooms, Toilet, Corridors and Staircases during any working day from Monday to Friday, between 10.00 AM to 4.00 PM with the prior approval of undersigned.
21. No conditional quotations will be accepted. The Department of Disinvestment reserves the right to reject any quotation in whole or in part without assigning any reason.
22. If any dispute arises out of the terms and conditions of this offer letter or out of conditions of engagement of the services, the decision of the Joint Secretary (Admn.) of the Department of Disinvestment will be final.
23. The contractor shall be responsible for compliance of the provision of the following major Labour laws:
- Contract Labour (Regulation & Abolition) Act, 1970.
- Minimum wages act.
- Workmen’s Compensation Act.
- Any other rules, regulations and/or statutes as may be applicable to them, from time to time.
24. The quotations complete in all respects may please by sent to Under Secretary in sealed cover at Room No. 209, 2nd floor, Block No. 11, CGO Complex, Lodi Road, New Delhi-110003 The quotations will be opened on the same day at 4.00 PM. The representatives of the firms who wish to be present at the time of the opening of Tenders are welcome.
